Nêt-qîqë Bî (/ˈenɘ/ /ˈqɪqë/ [land; ground; soil; dust; clay] [country (rural area)]) is a temperate Town located in the Jajëhifitë Zone of the Union of Engineers.
The name Nêt-qîqë Bî is derived from the Iron Elvish language, as Nêt-qîqë Bî was founded by Brèsë Brîv, who was culturaly Iron Elven.
Climate
Nêt-qîqë Bî has a yearly average temperature of 24°C (75°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a cool 18°C (64°F). Nêt-qîqë Bî receives an average of 252 cm/y (99 in/y) of precipitation, most of which comes in the form of rain during the spring. Nêt-qîqë Bî covers an area of nearly 5 km2 (2 mi2), and an average elevation of 1858 m (6095 ft) above sea level.
Overview
Nêt-qîqë Bî was founded durring the late 10th century, by Brèsë Brîv. The establishment of Nêt-qîqë Bî suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.
Nêt-qîqë Bî was built using the conventions of Iron Elven durring the late 10th century. Naturaly, all settlmentss have their own look to them, and Nêt-qîqë Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Nêt-qîqë Bî is is constructed arround a series of narrow cobblestone mainstreets which form concentric circles, with smaller strait roads linking the circiles to each other at varrious points. The town emploies a series of defencive earthworks, spikes, and fences to provide some protection against wild beasts and smaller groups of intelegent foes. Astonishigly, the minimaly adiquite are in pristine condishion, as if they had just been finished before you laied eyes upon them.
Something in your gut tells you that you may be unwelcome in Nêt-qîqë Bî. The town seems like it’s not showing you the side of itself it would show to others. People mostly ignore your questions. Many folks ask you to leave their establishments, even before you’ve walked inside them. You should probably listen to them, as every time you’re asked to leave the person asking you to leave has referenced the town’s patron divine in some way. The little voice in the back of your mind that tells you when you’re in danger feels like it’s just glaring at you and muttering about how stupid you are for even remaining in town.
Civic Infrastructure
Nêt-qîqë Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Nêt-qîqë Bî.
Nêt-qîqë Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Nêt-qîqë Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Nêt-qîqë Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Nêt-qîqë Bî's public wards, blessings, and other arcane systems.
Nêt-qîqë Bî possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Nêt-qîqë Bî's grid is powered by mana accumulators.
Nêt-qîqë Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Nêt-qîqë Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
A substantial minority of the locals are descended from foreigners alien to their local neighbors. They may have been religious exiles, economic migrants, indigenous locals surrounded by the existing polity, or a foreign settlement conquered within the relatively recent past. The locals may not be enthusiastic about being ruled by others not of their kind, and their neighbors may look askance at the way foreign customs or even laws may be maintained.
Nêt-qîqë Bî's garrison was built using a different architectural style from the rest of the town. The style used is known primarily for its use of abstraction and simplicity. Clean lines, right angles, and primary colors characterized this aesthetic and art movement expressed via architecture and paintings. Its design ethos allows only primary colors and non-colors, only squares and rectangles, only straight and horizontal or vertical lines. Vertical and horizontal lines are positioned in layers or planes that do not intersect, thereby allowing each element to exist independently and unobstructed by other elements. These seemingly impossible principals for an architectural style coalesces into structures which most experts find hard to put into words. It is not that their geometry is impossible, but rather the style's attempt at producing works only describable visually was most successful..
Due to the actions of local Kami, autumn is recurring in Nêt-qîqë Bî.
Nêt-qîqë Bî's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves bloodletting to channel Illusion energies of tier 3 via oratory performances.
Economy
The following information was obtained via the Imperial Census Bureau as part of the Eyom Economic Outreach Program. It differs from Standard Imperial censuses in that many of Tom's citizens, regardless of culture, work in more than one occupation or hold more than a single job. In time immemorial, reportedly some time during the late 2nd century was struck by a great wind storm. A great funnel cloud itself touched down in Nêt-qîqë Bî, bringing twisting winds which killed 226 people, 272 livestock, and 60 buildings in the disaster.. The disaster is generally remembered as the Howling Winds of Loss.
